While U.S. Rep. Diane Black says “here’s my plan” and “now I’ve found the answer” when she describes the “No Budget, No Pay” proposal in a campaign ad, the plan actually came from her congressional neighbor, U.S. Rep. Jim Cooper.
Cooper, a Democrat, and a Republican senator from Nevada introduced the legislation, which would cut representatives’ and legislators’ pay for every day that they miss budget and appropriations deadlines. Black, a Republican, and dozens of other lawmakers later signed on as co-sponsors.
Asked for a comment Thursday afternoon, Cooper refused to criticize Black:
“I’m pleased that my bipartisan bill is gaining steam in Congress, and that Rep. Black has joined our efforts,” he said in an email from his congressional office.
